Meeting legal requirement

We’ll explain in simple terms how to meet your legal obligations under the Clothing, Household Linen, and Footwear EPR scheme.

Why register with Refashion?

Compliance is more than just a legal obligation: it’s a commitment to the circular economy.

Are you a brand, distributor, or manufacturer of clothing, household linen, or footwear in France? Then you are subject to the EPR scheme and must pay an eco-fee to Refashion to support the prevention and end-of-life management of your products.

How to comply with Refashion?

Please note for your first registration: if your business activity started before the year of registration, you must regularize the current year and up to four previous years (depending on your start date).

Sign your contract (the signatory from your company receives the document by email).

Declare the products placed on the market on the member Extranet.

4.

Pay your eco-fee as soon as you receive your invoice by email.

Special case: Are you a marketplace?

Since January 1st, 2022, in accordance with Article L. 541-10-9 of the French Environment Code, marketplaces are subject to the obligations of the Clothing, Household Linen, and Footwear EPR requirements..

What you need to declare:

  • The products you place on the market
  •  And those of your third-party sellers without an UIN for the clothing, household linen and footwear sector.

How to submit your marketplace declaration?

On the member Extranet :  

  • Register with Refashion;
  • Submit a consolidated declaration including all your third-party sellers;
  • Attach the list of third-party sellers for whom you are making this declaration. 

To do this, please complete the declaration support Excel file.

Good to know:

As a marketplace, you need to keep an up-to-date register of your compliant third-party sellers (including their UIN, company information, placed-on-market volumes by category). This register must be shown in case of an audit.

Key dates in 2025

Please note: any delay in declaration or payment will result in penalties, as stated in your contract. In accordance with Article L541-9-5 of the French Environment Code, an administrative fine of up to €7,500 per product unit may be imposed in the event of non-compliance.

15 january → 28 february 2025

→ Online declaration of actual volumes placed on the market in 2024 via the Extranet.

15 January → 31 March 2025

→  Invoicing and payment:

  • The balance of the 2024 eco-fee call for funds (products placed on the market in 2024)
  • The 2025 eco-fee call for funds (based on 2025 placed-on-market volumes estimated by Refashion on the basis of actual 2024 volumes).

Unique Identification Number (UIN)

What is the Unique Identification Number?

The UIN is official proof that you are :

  • registered with the approved eco-organisation
  • up to date with your eco-fee payment
  • compliant with the legal requirements of Textiles and Footwear EPR.

What do these legal requirements involve?

  1. Become a member and sign a contract with Refashion
  2. Submit your annual placed-on-market declaration via the member Extranet
  3. Pay the eco-fee corresponding to your declaration every year. 

Once these steps are completed, you will receive your UIN. The number is generated by ADEME, and is available on your “company profile” in your member Extranet.

Note: This requirement came into effect on January 1st, 2022 (Act N°2020-105 of 10 February 2020 to prevent waste and promote the circular economy), and UIN generation began on January 3rd, 2022.
