Eco-modulation, a driver for more sustainable fashion

To encourage eco-design practices, Refashion implements a system of bonuses and penalties. Find out more about the criteria and procedures for obtaining eco-modulations in 2025 and 2026.

Understanding eco-modulation

Promoting eco-design means accelerating the transition to a circular economy in the textiles and footwear sector.

To encourage your eco-design initiatives, Refashion applies a system of bonuses and penalties: eco-modulations (Law Article L541-10 of the Environmental Code). Eco-modulations are financial and methodological levers that encourage eco-design and help the sector progress towards a more circular economy.

In short:

In 2026, bonuses reward the products that are most virtuous in terms of eco-design, and penalties apply to products that contain certain components which make recycling hazardous.

What are the eco-modulation criteria in 2026?

These are the bonuses and penalties applied by Refashion:

  • Bonus for product durability, 
  • Bonus for environmental certification, 
  • Bonus for incorporating recycled raw materials,
  • Penalty for recyclability.

Under certain conditions, eco-modulations may be combined for the same product. However, any product subject to a penalty is not eligible for a bonus.

Bonuses are expressed as amounts per item or per tonne, as applicable​.

Eco-modulation 1 : Durability

This bonus rewards the physical durability of products, based on criteria defined by product type and detailed in the 2026 eco-modulation guide

The bonus for each product reference is €0.70 or €0.07 (depending on volumes placed on the market) multiplied by a factor specific to the 11 product categories liable(detailed in the guide).

Eco-modulation 2 : Environmental certification

This bonus rewards finished products certified under one or more of the following eight labels;such products are eligible for a bonus.

Eligible labels: Ecocert® ERTS Level 2, Oeko-tex® Made in Green, Bluesign®, Fairtrade® Textile, European Ecolabel, Demeter ®, GOTS and Bioré®. 

The bonus for each product reference is €0.30 or €0.03 depending on the category (clothing, household linen, footwear) and the volumes placed on the market.

 

NB: If a single reference is certified by multiple eligible labels, thelabelling bonus is granted for one label only.

Eco-modulation 3 : Inclusion of recycled raw materials

The bonus is awarded to products that contain recycled raw materials, provided they meet specific conditions:

  • €1,000/ton for the incorporation of raw materials from recycled post-consumer clothing, household linen and footwear waste collected or funded by an approved eco-organisation
  • €500/ton for the incorporation of raw materials from the open-loop recycling of waste collected or funded by an approved eco-organisation (excluding food-grade plastic resin)
  • This applies if the recycled material from this waste is produced in facilities that meet two conditions. One they must comply with the proximity criteria set forth in the amended specifications. Second they must implement measures equivalent to those applicable to French-regulated environmental facilities (ICPE)

Eco-modulation 4 : Recyclability (Penalty)

On 1st January 2025, a new eco-modulation penalty was introduced. 

It establishes two penalties for finished products that contain elements that affect their recyclability : 

  • Metalloplastic fibers/wires.
  • Electronic or electrical components in clothing, household linen and footwear (excluding RFID-type traceability devices).

The amount of the penalty corresponds to a percentage of the eco-fee amount for the product, as detailed in the nomenclature.

 

NB: the two penalties can be applied together. Any  product subject to a penalty will not be eligible for a bonus.

Applying for eco-modulation

Step 1

Pre-declaration of your references eligible and submission of supporting documents before November 30, 2026

  • Create your account on the dedicated page.
  • Submit supporting documents using the specific form.

We encourage you to submit your declaration on a monthly or at least quarterly basis.

Step 2

Declaration of quantities for Q1 2027

  • Log in to your Extranet adhérent.
  • Complete the summary file for the validated references with the corresponding volumes placed on the market.

For products subject to a penalty, a sworn statement could be requested to confirm that your product declaration .

Step 3

Payments or penalties in Q2 2026

Refashion pays out bonuses and issues invoices for penalties.

To encourage eco-design practices, Refashion applies a system of bonuses and penalties referred to as eco-modulation. These are financial and methodological levers to encourage eco-design and help the industry move towards a more circular and responsible economy

 

More specifically:

Bonuses are awarded for the most virtuous products, based on criteria relating to sustainability, incorporation of recycled materials, and/or environmental certification.

What are the eco-modulation criteria in 2025?

These are the bonuses and penalties applied by Refashion:

  • Bonus for product durability, 
  • Bonus for environmental certification, 
  • Bonus for incorporating recycled raw materials,
  • Penalty for recyclability.

New in 2025: seven new types of eligible products /categories.

Eco-modulation 2: Environmental certification

As of 1 January 2023, finished products with one or more of the eight certification labels below are eligible for a bonus.

Eligible labels: Ecocert® ERTS Level 2, Oeko-tex® Made in Green, Bluesign®, Fairtrade® Textile, European Ecolabel, Demeter ®, GOTS and Bioré®. 

The bonus for each product reference is €0.30 or €0.03 depending on the category (clothing, household linen, footwear) and the volumes placed on the market.

 

NB : For this label criteria, only one bonus is awarded per reference, even if it has more than one certification label. If a single product has multiple combined labels, it can only receive one bonus, not several.
