The Complementary Initiatives are part of the financial package of the Repair Fund. In the same way as for the Repair Bonus, the aim is to encourage French consumers to have their clothing and footwear repaired.

In its capacity as EPR organisation for the clothing, household linen and footwear (CHF) industry, Refashion has set up a fund to support repairs (known as the “Repair Fund”), in accordance with its regulatory obligations.
To this end, Refashion first deployed the Repair Bonus scheme, offering consumers discounted rates for repairs to clothing and footwear carried out by certified professional repairers satisfying the legal requirements and certification criteria of the EPR organisation.
Refashion is currently rolling out the “Complementary Initiatives” strand of the Repair Fund. These initiatives are deployed alongside the Repair Bonus, contributing to its success in addressing three specific goals:
Refashion has decided to give priority to financial support for certified repairers whose main activity is the repair of textiles and/or footwear, in order to (i) facilitate the digitalisation of their business and (ii) enable them to access training modules (referred to below as “D&F Financial Support”, with D&F standing for Digitalisation and Training).
D&F Financial Support covers expenditure incurred up to 31 December of the current calendar year at the time of application.
Article 4.3 of the Terms of Reference of the CHF Industry requires the EPR organisation to progressively allocate financial resources to fund the Repair Bonus and Complementary Initiatives. The amount is for all clothing, footwear and household linen, and must be shared with other approved EPR organisations and individual systems, where applicable, for the products listed in paragraph 11, Article L.541-10-11 of the Environment Code.
Refashion shall not be required to allocate or pay any Financial Support over and above the Complementary Initiatives budget dedicated to D&F Financial Support for each year of the scheme.
When the total budget is exceeded, Refashion will withdraw these Rules and will accept no further applications for D&F Financial Support.
Refashion reserves the right to change or withdraw these Rules and Regulations without prior notice or compensation for any moral or financial harm caused.
Given that the allocation of Financial Support could potentially lead to fraud, it is in the general interest, for the continuity of the scheme, to ensure that the applicable terms and conditions make it possible to verify the applicants’ repair activity as genuine.
Aspects covered include: identification of technical soles, sewing, replacing parts, repairing by bonding and stitching, etc. Practical training with demonstrations and role-playing.
