What is the Repair Fund?

A new lease of life for clothing and footwear

Refashion has been tasked by the government with the management of the Repair Fund, set up to encourage French consumers to have their clothing and footwear repaired. To this end, the Fund will seek to turn the spotlight on the expertise of clothing repairers and shoemakers, and to showcase their skills. It will also encourage brands and retailers to provide repair services or options for their customers.

Goal:

Extend the service life of clothing and footwear to reduce the quantity of consumer waste.

Through the Repair Fund, Refashion is seeking to increase repairs of clothing and footwear in France by 35% by 2028.

Other EPR sectors are also covered by this scheme, created by the AGEC Act, including household appliances, toys and sports equipment.
The Repair Fund aims to encourage consumers to repair clothing and footwear in order to extend their service life and reduce the volume of waste generated by consumer goods.

Who is the Repair Fund for?

Any organisation providing a paid repair service to French consumers, in any legal form.

  • Skilled artisans: companies with one or more shops, franchise networks or similar, all-digital or hybrid players, home repairers, etc.
  • Brands and Retailers: solutions can be in-house, outsourced with or without a white label, based on partnerships, etc.
  • Other players: repair cafés, SSE, associations, concierge services, etc.

What are the eligibility criteria?

To receive certification, three types of criteria must be met.

Administrative criteria: the company name and its legal representative.

Skills criteria: relating to the company's main repairer.

Criteria set out in government specifications: valid for all repair funds in all industries.

How does the Repair Fund work?

The Repair Fund uses two types of tool

The Repair Bonus

This takes the form of a discount on the consumer invoice for certain targeted repairs.

Other complementary initiatives

Deployed alongside the Bonus, these initiatives help to promote the scheme and ensure its success, raising consumer awareness around repairs, contributing to the development of repair skills to address specific issues, raising the profile of the repairer community and showcasing its expertise.

Which products are eligible for the repair bonus?

All clothing and/or footwear from the CHF industry are eligible for the Repair Bonus. In 2025, the scheme was extended to include household linen and lingerie.

However, it is specifically for repairs, not alterations (sizing) or upcycling.

Ineligible products: leather or fur clothing, leather goods, workwear

Amount of the bonus and eligible repairs

All CHF product categories – even household linen and lingerie – are eligible for the repair bonus.

For each category, the bonus must total no more than 60% maximum of the repair price.
