What are second-hand calls for projects?
Second-Hand Calls for Projects aim to support textile industry stakeholders in developing innovative and structuring projects to improve second-hand performance and develop a desirable and local second-hand market. This program has evolved over the editions to meet the sector's needs.

2023 edition
Refashion's first Reuse Call for Projects, focused exclusively on the refurbishment of used CHF(Clothing textiles, Household linen and footwear) through two project formats (Seed funding up to €20,000 and Development up to €200,000).
Goals :
- Increase volumes reused and reused locally through refurbishment actions
- Provide stakeholders with the means to define refurbishment as a priority in order to develop quality reuse and reuse
2024 Edition
The 2024 Edition pursues a triple mission through three project formats: Seed funding up to €20,000, Development up to €200,000, and Industrialization up to €2,000,000.
Goals:
- Extend the lifespan of items through the implementation of refurbishment actions: sanitization, cleaning, stain removal and repair.
- Develop volumes reused and reused locally
- Provide stakeholders with the means to develop the quality of items offered in order to build citizens' confidence in second-hand
2025 Edition
2025 Edition came with a new format and new several funding areas:
- Refurbishment actions for collected used textiles and footwear
- Development of collective preservation storage solutions
- Actions related to digital sales of collected used textiles and footwear
- Territorial cooperation: engineering actions and implementation of collective projects to develop a local reuse offering
Applications have been closed since April 2025.

Non-negotiable eligibility condition:
To be eligible for complementary action funding, the Clothing Textiles, Household Linen and Footwear (CHF) processed in your project must come from sources under contract with Refashion. This requirement ensures flow traceability and compliance with REP TLC sector objectives.
Two possible situations:
1. You collect and are eligible for contracting
You collect Clothing Textiles, Household Linen and Footwear (CHF), regardless of their condition. You can now submit a contracting request to Refashion.
Steps to follow:

- Send it to the dedicated service for processing
Note: only social and solidarity economy (ESS) actors can perform the skimming action, which consists of selecting the best quality items.
2. You do not collect or are not eligible for contracting
In this case, you must establish a partnership with a Collection or Sorting Operator contracted by Refashion, so that they can provide the volumes needed for the project.
