Developing the second-hand sector

The second-hand sector has a key role to play in reducing the environmental impact of the clothing and footwear industry. In accordance with the AGEC Act and its commitment to the circular economy, Refashion is deploying ambitious financial measures to structure and develop the second-hand market in France.

The goal?

To increase the tonnage of reused items to 120,000 tonnes by 2024, of which 15% must be reused not further than 1,500 km from the collection point by 2027.

Two complementary funding streams have been set up to support second-hand players:

The Reuse and Repurposing Fund, representing at least 5% of the annual eco-fees paid to Refashion, is specifically dedicated to entities belonging to the Social and Solidarity Economy (SSE). The fund consists of two mechanisms:

  • support for the traceability of reused waste volumes
  • Calls for Expressions of Interest (CEI) aimed at SSE umbrella organisations
